On most vehicles the electric fan is turned on with over normal temperatures and when the A/C is turned on. Modern refirigrants require more cooling than the old R-12.
My early '99 Frontier doesn't have the fan. My '99 Grand Cherokee with belt driven fan & electric fan and '08 Camry electric fan work this way.
Turn on the A/C and see if it runs...
