Don't BLOW out the dust... there are some companies who still use asbestos for their linings. 

Use Brakleen, and wipe them out with a clean, lint free rag.

Thanks guys. I ran my test again today at lunch. This time I was able to find a dirt road to test the ABS and I did feel the heavy vibration in the pedal.

I think I'm going to check the drum adjustment and bleed teh system to start with. If I still have the same issue I'll look into upgrading the pads.
