I have an '04 with power windows/locks, and mine is prewired. I only know because a friend pulled the wires out under my hood and showed me recently. I don't think the '04 model had the switch on the turn signal stalk though, but I could be wrong. I have 2 blank covers on my dash to the left of the steering wheel, I wonder if that's where the switch is supposed to be?

Unless your vehicle came with fog lights and you are just replacing old ones, it will not have the ring(switch) on the turrn Signal.  Since you are prewired, you will need to purchase a new turn signal stalk with the fog light ring on it.  If you want to purchase a new one, the part number and price from Pinnacle Nissan is below:

It takes about 10 minutes to remove the old one and install the new one.  Factory wires are already there so all you have to do is bolt it on.  Retail for the new stalk is $65.87 but Pinnacle online sells to you at net price.   Let me know if you need any more info.
