My 98 Frontier was overheating so, I've changed the radiator, thermostat,
water pump, cluster, and fan clutch. Still overheating, I need some help,
any suggestion?

Looks like all that is left is heater core? not sure if the heater core only has water pass through when is is turned on? See if it overheats with heater turned on...
By cluster, are you referring to the temperature sending unit? That could be bad...
Also what engine do you have?

head gasket???? What is the coolant set for? If it is
straight, it will cause over heating. 50/50 is suggested.
