My 2006 Frontier v-6 w/ 140k miles has started to make a
squeaking type noise around the alternator / ps pump. I
can't locate it exactly. I replaced the tensioner pulley (
but not the spring arm) but that didn't help. When I spray
a tiny bit of WD40 on the belt it goes away. It also goes
away when the engine warms up, but then will reappear when
I put the engine under load while accelerating. It doesn't
sound like a belt squeek though. Any thoughts???

NTB06-072B addresses this concern, see your dealer.

Thanks!   Is this a dealer paid for item or would I have to
pay to get it done?

It is not a recall, it just a NTB. You pay.
