I have a manual 1998 Nissan frontier. This vehicle can operate in 4-
wheel drive whenever I lock the front hubs and shift the gear handle to
that mode as well. Recently I've experienced a burning smell along with
non- movement of the front wheels whenever I try to lock the front
hubs. Does this mean that the 4-wheel drive no longer works? What
would be the cost to repair something like this?

Jack the truck up, lock the hubs, verify that the axle
spins when you spin the wheels by hand, that will verify
the hubs are engaged. With the truck still jacked up, see
if the front drive shaft spins in 4WD, you should be very careful and have an assistant.
